Subject:  Long Range Strategic Streetscape Plan

Attached please find a synopsis of the Long Range Strategic Streetscape Plan to landscape all of the common area streetscape on Heritage Club Blvd. from the Main Gate to the "T" at Heritage Gateway and Heritage Gateway from the South Gate to the North Gate. Also included are the areas outside the South Gate and North Gate, the Golf Hill and behind the Fitness Center.

Landscape refers both to plantings and hardscape.  All corners along the two main streets, the area outside the South Gate and North Gate, the Golf Hill, and the area behind the Fitness Center will receive both plantings and hardscape.  The non-corner area (straightaway) of the two main streets will receive hardscape only.

The attached plan also includes planting and hardscape component information, ongoing care and maintenance proposal, dollars allotted for earth removal in certain areas to prevent erosion, a 4% allowance for inflation beyond Year 1, minimal amounts for cement benches and painting of utility boxes, and general data.

Because our in-house landscaping staff relies heavily on volunteer help, and as a result of the current unacceptable condition of our streetscape common areas, CAS has elected to outsource the maintenance and ongoing care of our streetscape common areas.

CAS has interviewed qualified landscape contractors, Double E and Sandman Dreamscape, to help establish reliable estimates.  CAS will continue to work with these and additional qualified landscape contractors to form opinions on the expected look of our streetscape, to establish firm pricing, to be present during implementation, and to hold them accountable to complete the job as per the contract.  CAS will revisit all invoices as the project progresses to assure the community and the BOD that we remain on target.

Long Range Strategic Streetscape Plan Data

Estimates have been developed using a bid from Double E Landscaping for work to be performed on the Heritage Gateway and Winding Desert corner (4,684 sq. ft.) and then extrapolating that data into the entire streetscape plan (183,480 sq. ft.), as measured by members of the CAS.

General data pertaining to the entire project follows:

A)   All bids and contracted work will be from certified landscape companies.

B)   At which time funding is approved, and designated amounts are ready to be allocated, CAS will interview qualified and certified landscape companies.

C)   Project will take 5 years or less to complete, depending upon annual appropriated yearly funds.

D)   Estimated prices include land preparation, land height adjustment, transportation, material, labor, installation and maintenance.

E)   No drip lines are planned at this time.

F)   The storm water act will apply to this project and will be adhered to.

G)   Oversight for the entire project will be provided by members of the CAS.

H)   Hardscape consists of 1/2" through 1" decorative rock (1,371 tons), 4" through 8" river rock or rip rap rock (235 tons) and boulders of various sizes (392) at an estimated cost of $143,000.

I)      Different sized rocks are being considered to reduce maintenance costs and to prevent erosion.

J)    Plantings consist of saguaros, barrel and hedgehog cactus and ocotillos (202 specimens) at an estimated cost of $12,000.

K)   Earth removal for erosion control is estimated at $18,000.

L)    Hardscape and planting total estimated cost is $173,000.

M)  If the project extends to multiple years, the planting and hardscape cost will increase 4% per year.

N)   All of the control boxes of Trico/Qwest/etc.(23) will be painted with an olive green color to give them a more uniformed appearance throughout the community, with part of the funding being provided by Qwest, with an estimated final cost of $4,000.

O)   Cement benches (5) will be strategically placed along the two main streets to serve as rest areas and gathering points for our homeowners, at an estimated cost of $2,000.

P)   Total estimated cost if completed in one year is 179,000.

Q)   Ongoing care and maintenance of the streetscape common area will be provided by a certified landscape company at an initial yearly cost of $36,000, with inflation adjusted increases expected every two years.

R)   The maintenance service will be performed bi-weekly and will be monitored closely by the CAS.
